The Rappahannock Board of Zoning Appeals (BZA) gave the final word on a proposed used car lot during its regular meeting December 23. Dwight and Charles Frye had applied for a special use permit to operate the small car lot at an earlier BZA meeting on November 27, but at that time the BZA deferred its decision until a recommendation could be made by the Rappahannock Planning Commission.
On December 18 the Planning Commission unanimously voted to recommend that the Fryes’ application be denied, citing three reasons: 1) that a positive response would represent spot zoning; 2) that the car lot would be in conflict with Rappahannock County’s comprehensive plan, which states that commercial developments should be in industrial areas or near village centers; and 3) that the car lot would not be in keeping with the nature of the surrounding areas.
