Washington’s Architectural Review Board voted 2-1 to deny the county its approval for an addition to the county jail. Chairman Carol Miller and Rob Parrish voted to deny the necessary certificate of appropriateness, while Evelyn Willis voted in favor of the plan.
The vote came at a special meeting last Thursday night after the board heard a presentation by the county’s architect, Steve Biegel of Lawrence and Lawrence, and opinions from several other architects who serve as unpaid consultants to the ARB.
In voting to deny the permit, Mrs. Miller and Mr. Parrish cited “encroachment” on the historical building as their reason for disapproval. The town’s Historic District Ordinance states that additions to buildings within the district shall not unreasonably encroach on the historically significant features of the building.
Mrs. Miller pointed out that the jail was one of the buildings named in a survey of the town by the Virginia Landmarks Commission at the time it was granted the Historic District designation.
