Mrs. Miller noted that the board had, several months ago, denied a permit to the new owner of The Meadows, who wanted to attach an addition to The Meadows which would have obscured and possibly damaged the twin chimneys on that home. “The only difference between The Meadows and the jail is public versus private buildings.

“Construction done in this manner would be inappropriate, and I vote ‘No’,” Mrs. Miller concluded.

Mr. Parrish said he agreed with Mrs. Miller’s assessment of the proposed addition. “I realize that this is a very significant building historically and architecturally in the town center. I cannot get away from the fact that the addition encroaches on the most significant aspect of the building — its chimneys.

“I cannot in good conscience approve the application as presented,” Mr. Parrish said.

Mrs. Willis said she favored approval
