“This ordinance is strong in setting up the process," Mr. McCarthy said. “We’re going to be in the open market. This ordinance is to get the framework in place.”
“Let’s assume you put it out for bids and get three or four bids,” Mr. Luke said. “I suggest you hire a consultant to go over them and tell you which is the better bid. I can’t tell you what’s good and what’s bad. You may have very different proposals. You need somebody who has real experience.”
“We have a line on one or two people who could help us out on that,” Mr. McCarthy said.
The supervisors found they had to vote to appropriate an additional $10,500 for the operation of the landfill for the year, but learned they might not have to borrow to get through the fiscal year. “As of 9 a.m. this morning the general fund balance is $47,573,” Mr. McCarthy said.
He told the board he had explored the possibility of doing an early reassessment, as was discussed at the May meeting, and that a new asessment could be done in January through June of 1991. It would take effect, Mr. McCarthy said, with tax bills mailed out in October 1992, for the fiscal 1998 fiscal budget.
The equalization board would sit for the period from July through October of 1991. “The only other way is to do it off budget this year, but that would effect the general fund surplus,” he said.
