She called the jail “a hodgepodge,” adding that she felt “our fine old building has been messed with a lot. There are not two windows on the building now of the same size . . . Our fine old jail building has already been encroached on.”
Mrs. Willis called the county’s plans, “a sensitively designed addition — not an encroachment.”
In presenting the county’s case to the ARB, County Administrator John McCarthy told the board that other options had been briefly considered and then rejected for reasons of either cost, function or both.
A one-story hyphen, which would make the addition a distinct architectural unit, and which is favored by some architectural historians when adding onto a historical structure, “would be an encroachment from a functional standpoint.”
The additional stairway necessary, he said, would seriously limit the available space. And practically, to cook food in the second floor kitchen, carry it down one set of stairs and then up another flight to the jail dining room would be a logistical problem.
A two-story hyphen, Mr. McCarthy added, “would alleviate that concern but would defeat the purpose of setting (the addition) off’ from the existing structure.
Mr. Biegel told the ARB members that the considerations in designing the addition were putting on the minimum amount of space necessary; the most cost-effective design and use of that space; and the need for additional cells, a kitchen and office space “drove” the other concerns.
