get small businesses going. In addition, Beyer said, it could work at pushing some programs that are not being used, such as adult education.
“We have 1.2 million Virginians who never finished high school — 27 percent of our work force,” said Beyer. “In most of the counties south of Richmond, except for the Hampton Roads area, 60 percent of the adults never finished high school.”
The state is spending about $800 per child for every $1 that it spends on adult education, according to Beyer.
“In job creation and income creation, Virginia should be showing the way. To do that, we are going to need to look at break-through strategies, not little tinkering on the margins,” Beyer said, “but bold innovative thinking.”
