A major battle was joined when the Senate, led by Sen. Hunter Andrews of Hampton, voted to spend half of a $200 million reserve fund that Gov. Wilder established and has said should be inviolate for the time being.
Ignoring the governor, the Senate said the money should be spent on education and for other pressing needs. But it appears the House of Delegates will be reluctant to tap the reserve fund and even if it did, Gov. Wilder’s veto power will loom large.
