He said he did not believe Presi-' dent George Bush could be “an agent for change," not even with the Republican Congress that Rep. Wolf has called for. “The incumbent (Rep. Wolf), in his entire 12 years, has not been an agent of change,” he said. “He'is a person who gets along by going along.”
Mr. Vickery said Rep. Wolf originally said he would only serve 12 years. “Now he’s running for his 13th and 14th years,” Mr. Vickery said. “I want to hold him to his pledge.”
Mr. Vickery, 50, served in the House of Delegates from 1974 to 1980 and was defeated when he ran for a seat in the State Senate.
