The county’s sanitation authority came under the gun this past summer when the State Water Control Board (SWCB)charged that the Sperryville treatment plant was not being operated according to the rules.
In August the SWCB said that partially treated sewage was being discharged into the Thornton. The sewer authority also was charged with poor operation and maintenance of the plant and improper reporting procedures.
The authority responded by hiring Environmental Service Systems of Culpeper to run the plant while the problems were corrected. By mid-September the SWCB appeared convinced that progress was being made at the Sperryville plant and fined the sewer authority only $4,000.
Now the county is trying to hire one trained person full time to take care of the Sperryville sewage plant and the treatment facilities at the two schools. Until that person is hired, ESS will continue to operate the plant in Sperryville. *
The town on Washington took steps to deal with two long-standing problems this year. More important by far is the water system, whiqh suffers from old, leaky pipes that are too small to carry the necessary water.
After extended delays caused by the health department and the water control board, the Town Council was able to put the project out to bid this fall. Rapawan Construction of Front Royal was the low bidder for most of the work, and council is still negotiating over the cost of the ne\y pump house and all of the equipment required by state and federal agencies. ;
The town council also hoped to end the debate over street lights by voting to pick one fixture. Sometime next year the power company wi$ complete the bid process for the town and council members will know what it will cost to replace the old lights. i
Earlier this month the Shenandoah National Park suggested it could deal with a tight budget by closing two thirds of the Skyline Drive for six months. When localities dependent on tourism screamed, Virginia’s congressional delegation swung into action.
The Park Service decided that other services at the park could bfe cut back or eliminated rather than close part of the Drive. There will be fewer rangers and fewer campsiteson the Blue Ridge this summer.
