CHAPTER OF THE RAPPAHANNOCK COUNTY
CODE RELATING TO THE LAND
APPLICATION OF SEWAGE SLUDGE
On Monday, September 12, 1994, at 7:00 PM at the Rappahannock County High School Auditorium, the Rappahannock County Board of Supervisors shall hold a joint public hearing with the Rappahannock County Planning Commission, to consider an amendment to §170-38 A. (7) of Chapter 170, “Zoning” of the Rappahannock County Code, to read as follows: (7) The use of sludge for land application is prohibited in all Zoning Districts in Rappahannock County. This prohibited use shall include both surface and sub-surface application. The term “sludge” is defined to be any solid, semisolid, or liquid waste generated from a public, municipal, commercial, private or industrial waste water treatment plant, water supply treatment plant, any pollution control facility, or any other waste-producing facility, and includes treated sewage, stabilized sewage sludges and stabilized septage. This subparagraph (7) shall not apply to the otherwise lawful: i) incineration of sludge; or, ii) disposal of sludge in an approved sanitary landfill. All interested persons are invited to attend and to make comment. Depending upon the number of attendees, speakers may be asked to sign up for an opportunity to speak, and the Chairman of the Board of Supervisors may limit speakers to 3-5 minutes speaking time. Invited expert opinion shall be exempt from this limit.
