It is the plan favored by many countries, including Canada, and aK though it has been much criticized; much of the criticism is out-dated or misrepresented. In such a plan there would be only one “bureaucracy”, not dozens; this could be no more inefficient nor costly than the many we now have and would continue t<) have under the proposals now under consideration, except the ones proposed by Sen. Wellstone and Rep, McDermott, the latter a physician himself. ;
