A growing percentage of the school budget is going into funding the costs of educating a growing number of special education students.
Over $750,000 of the current $5.65 millionschool operating budget goes into the cost of providing special education, and there seems to be no end in sight.
Special education runs the gamut from students who need a half hour a week of speech therapy to a severely emotionally disturbed student who can’t be served in Rappahannock at all and who is attending a regional program in Orange County. For that child the county is paying $12,000 in tuition. In addition a teachers’ aide drives the child to Orange each school day and drives the child home. This costs an additional $3,400 per year for upkeep of the car and about $4,700 for the portion of the aide’s time providing the transportation.
At times in the past the county has had to pick up the cost of providing education for special education children in residential treatment.
In 1989 there were 128 identified special education students in the Rappahannock school system. This school year there are 169. They Grange in age from 2 years old to 21. '
