to limit the terms of committee chairmen, and House Speaker Newt Gingrich said he will limit his term as speaker to eight years.
The Democrats, Rep. Wolf explained, liad become “so encumbered with the way things were being done, and the leadership had made it really difficult.” That resistance vanished with the Republican landslide Nov. 8, he said.
Speaker Gingrich and the new Republican leadership have also promised to change House rules to require a three-fifths vote to pass any tax increase rather than the simple majority now required.
Rep. Wolf said the new GOP majority also plans to reopen the 1994 Crime Bill to insert stronger penalty provisions and cut its social program spending.
The Republicans will return control over spending to localities, Rep. Wolf promised, along with much of the responsibility for determining how problems will be addressed.
The “Contract With America” promises debate and a vote in the House on 10 major issues in the first 100 days of the session. Asked if the GOP could be tackling too much, too fast, Rep. Wolf replied, “That’s a valid point, but I don’t know that we have a choice. This was the promise.”
