His proposals have already raised the dander of such powerful Democratic legislators as Sen. Hunter A. Andrews of Hampton and Del. Richard Cranwell of Vinton who have shown themselves perfectly willing in the past to toss assorted monkey wrenches into the paths of Governors be they of the Democratic and Republican persuasions.
Some wonder, including this pundit who is certainly not in the gubernatorial loop, about the timing of Allen’s proposals.
They think it may have been more prudent on the Governor’s part to propose some spending cuts in 1995 and further reductions plus tax cuts in the budget he will proposed in 19% for the next biennium.
That would be taking a leaf from the pages of Newt Gingrich and company who have said they will first enact spending cuts deep enough to pay for middle-class tax relief they want because if spending cuts can’t be enacted, then there is no revenue to pay for the tax cuts.
Now the Governor and staff will be faced with the formidable task of keeping both proposals in the air at once. 'Hie wide ranging cuts will be the subject of much controversy because, if enacted, they are going to inflict considerable pain among constituencies who have become us6d to being catered to the past few decades. ‘
