Rappahannock what it is today.

George Davis wrote the first major planning ordinance in County History. He also convinced the Board of Supervisors to approve it.

Dorothy C. Davis, Mayor of Washington, and her Tbwn Council adopted the first planning ordinance for the town. This was done well before other rural counties did any planning.

Dick McNear has furnished excellent direction and advice for almost all of our major planning ordinances.
