Ron Marshall has replaced Doug Bywaters as the county's VDOT supervisor after Mr. Bywaters was promoted to the Warrenton residency. He has no regrets about leaving his post as Warrenton's Superintendent of Public Works, a post he held for four years. In the past three months he's faced torrential flooding and winter’s first storm, but remains enthusiastic about his position. He was pictured with Fiscal Assistant Eunice Lewis and Maintenance Supervisor Ennis Jenkins as they review a map of the county and a planning strategy for the winter months. In a lead photograph, visiting from California for the holidays, Ivan Plotnick enjoyed an opportunity to put his cross-country skies to use after last week's snow.* The county received about six inches of snow, which quickly melted as temperatures rose over the weekend. During the last few sessions of Virginia's General Assembly, several innovative techniques to aid the preservation of the state's rural areas have been advanced. One of the most promising of these tools is transfer of development rights, also known as transfer of development credits. Though the innovative concept has yet to be enacted into law by the state legislature, the fight for its adoption will again be led this year by Piedmont Virignia's counties, which see it as a way to cushion the encroaching development from the metropolitan Washington, D.C. area.
