Hampton District member Doug Baumgardner said he "heard some talking in the community at large about the size of the budget increase," but added that sound business practices' were the determining factor in constructing the budget.

Baumgardner discussed each of the major areas of increased employee compensation, health insurance, infrastructure, safety and technology and pointed out that in no case could the proposed increases be characterized as discretionary spending."

"It’s not a question of tax and spend," he said. "It's really a question of business principles."
