Foster’s Packing Shed in Flint Hill may soon have a new use as the Rappahannock County Planning Commission recommended at its meeting last week that the Board of Supervisors approve an adaptive reuse permit for Daniel Clark.
Clark hopes to create several office spaces in the building currently used as a woodworking shop.After revisions to its initial proposal the commission forwarded Clark’s application for an adaptive reuse permit for approval by the Board of Supervisors.
The commission had tabled discussion on the issue at its August meeting due to a lack of information regarding how traffic would be entering,and exiting the property.
Clark, who had recently purchased the building and hoped to transform it into a series of low-traffic office spaces, returned to the board on Sept. 17 stating that the current entrance to the building could remain, as the building and entryway were already grandfathered in for commercial use.
He said the entrance provided 700 feet of visibility if one was exiting towards Flint Hill and 900 feet of visibility heading for Front Royal. These distances, he said, met the specifications set out by the Virginia Department of Transportation. For this reason, Clark requested that the commission allow him to pave and flare the preexisting entryway as opposed to adding a more costly deceleration lane.
He further asserted the intersection of Routes 630 and 522, where the building is located, was safer than many had believed. He cited statistics from VDOT which stated that four accidents had occurred at the intersection in the past 10 years, only one of which had involved two vehicles colliding with one another.
