rustic road program. It must be an unpaved road already within the State Secondary System (having a route number of600 or higher), and it must cany at least 50 but no more than 500 vehicles per 24-hour day. The * roadway or roadway section must be predominately used by local drivers, who are familiar with its characteristics.
The Rappahannock County Board of Supervisors must have endeavored to limit growth on such roadways via the county’s Comprehensive Plan; and the Board, by resolution, must designate each road or road section as a Rural Rustic Road.
As to safety, rural roads are known to be the most dangerous what with head-on collisions, vehicles running off the road and turning over, or running off the roads and hitting objects such as trees. Driver inattention, excessive speed, and failure to yield the right of way are the primary causes of accidents.
