Horrock Rappahannock News Staff Writer On an early spring day, Grimsley Road, Route 638 in Flint Hill, is a pretty country lane, winding through shady trees and around sharp wooded curves, from Ben Venue Road to Route 729. But over the past several months it has become a battleground of such rancor that it has split the Board of Supervisors, sent complaints to the desk of Virginia’s Gov. Mark Warner and a half dozen powerful Richmond leaders and arisen as a major test of political fairness. The problem is paving. Under a Virginia Department of Transportation program called “Rural Rustic Roads,” VDOT has a six-year program to pave roads in the State Secondary System. But to pave Grimsley Road, some 17 residents maintain, will ruin its rural character, open it up to more cars and high-speed driving, cause water drainage difficulties on grades, and waste the state’s valuable highway money. According to residents along the road, only two of their number, a Virginia State Police lieutenant, Harry Newlin, and his wife Nancy, want the road paved. Some 17 others oppose it. Despite the public opposition at two public hearings and in numerous letters and appeals, three supervisors have voted twice to include the road in the Rural Rustic program. “This has been very upsetting for all of tu and left a bad feeling about our government and any citizen input and control,” wrote John W. Hanback to Virginia Gov. Mark Warner. “Here is a project that is unwanted by all other residents on the road and many nearby landowners and is wasteful and appears to be a favor for one individual,” he wrote. In eight solid hours perhaps two dozen motorists encountered him, including people involved in an accident. Two Rappahannock teachers in England By Nicholas M. Horrock Rappahannock News Staff Writer Two of Rappahannock CoQnty schools’ top teachers, Cindy Simpson and Patti Waddell, are at England’s Oxford University this week attending a conference on Educational Leadership and Ethics, School Superintendent Bob Chappell said Monday. The annual trip is sponsored by Virginia Tech university for some 35 teachers and administrators around the state, Chappell said. Chappell said he himself had attended the program several years ago. Waddell, 49, the high school biology teacher, and Simpson, 43, a third grade teacher at the elementary school, were recommended by colleagues and selected by a committee including Chappell. The trip is paid for by Rappahannock County school funds, a Headwaters’ grant and private contributions. Chappell said that Rappahannock is one of the few school systems that sends teachers as well as administrators to this program and this is the first year both slots went to teachers. Waddell said, before she left, that it was “a once in a lifetime opportunity.” Chappell said the attendees stay in graduate school dormitories and eat in the famous Oxford dining halls. Campers to explore nature’s mysteries By Lyt Wood Special to the Rappahannock News ‘I don’t want no god on my lawn Just a flower I can help along Cause the soul of nobody know how a flower grows....” Cat Stevens I remember an experience I had as a child, running through a milkweed-filled meadow, dazzled by the presence of hundreds of big orange-and-chocolate-brown butterflies with sil- - very-spotted hindwings. I knew from my studies that these were Regal Fritillaries. I had never seen them before, nor have I seen them since. Why were there so many Regal Fritillaries then? And why did they disappear? This summer, so I have heard, there will be an emergence of thousands of fat, black, red-eyed, noisy cicadas in some nearby localities. These bizarre insects spend 17 years under ground as nymphs, then crawl out of the ground and, after shedding their skins, fly away as adults to live only a few days in the sunlight. How do they keep count of the 6,205 days spent in the subterranean darkness, then suddenly emerge all at once? I hope all of our Rappahannock Nature Campers will return this June to investigate questions like these. This year, our theme will be “Nature’s Mysteries.” This year will be the 17th season for the Rappahannock Nature Camp. This camp, open to boys and girls 8 to 12 years old, is sponsored by the Rappahannock League for Environmental Protection (RLEP) and the Piedmont Environmental Council (PEC). It is one of 10 similar camps initiated by PEC in its regional educational program. Artist Jeanne Drevas’ work chosen for show Artist Jeanne Drevas of Sperryville has had a work of fiber art accepted into the Fiberart International show in Pittsburgh, Pa. From 1,600 entries by 624 artists from 25 countries, Drevas’ piece titled, “Planet III,” was accepted as one of 62 inclusions in liie show. Drevas works with natural materials and “Planet III” is constructed of broom com and white pine bark. She , had another work accepted for inclusion in the Fiberarts Design Book 7, a series documenting the evolution of contemporary textile art since 1980. Fiberarts Design Book 7 will be released by Lark Books, Asheville, N. C. this Spring. Drevas’ work will be shown at Long View Gallery in Sperryville in April. Scouts hold Court of Honor, awards dinner By Roger B. Pierson Jr. Special to the Rappahannock News After a fun-filled winter season, and with spring in the air, the occasion for the Boy Scout Troop 36 quarterly Court of Honor presented itself. After the opening ceremony and invocation, the recentlyelected troop leadership were charged with their new duties. Since part of these duties involve officiating over Court of Honor ceremonies, new Senior Patrol Leader Matt Bywaters and his assistant, Ben Pierson, called forward Troop Guide Buster Brown and Patrol Leaders Dorian Matthews, Robbie Hamill-Huff, Charles Crawford, Gavin Forrest, and Austin Burdick to be charged with their respective duties. Also sworn in were Assistant Patrol Leaders Robert Cairns, Josh Bywaters, and Ethan Gould. These young men will take on the challenge of running Troop 36 by planning the coming months’ meetings and outings. These outings are to include a Pioneering Camporee on the Shenandoah River, a backpacking trip to False Cape State Park, Summer Camp, and a whitewater rafting trip, perhaps to the New River in West Virginia. The Boy Scout advancement program encourages Scouts to pursue their own interests by offering a total of 120 different merit badges on subjects ranging from American Business to Wood Carving. Troop 36 Scouts were presented with 19 merit badges including the Art, Athletics, Citizenship in the Nation, Cooking, Emergency Preparedness, First Aid, Mammal Study, Metalworking, Pottery, Rifle Shooting, Swimming, Wilderness Survival and Woodworking subiects. There are six ranks which must be earned on the trail to Eagle Scout. A new Scout, Ethan Gould, was welcomed to the troop and awarded Scout rank at his first Court of Honor. Scouts Austin and Tyler Burdick, Daniel Clement, and Michael Landrum were awarded Tfenderfoot rank. By mastering many outdoor skills including swimming, lashing and orienteering, by learning good citizenship, and by living the Scout Oath and Law, Robert Cairns earned and was awarded First Class rank. One of the benefactors of Troop 36, wishing to reward the consistent demonstration of leadership ability, initiated the institution of the Troop 36 Leadership Award. And with the Senate meeting again yesterday and the House reconvening on Saturday , to see what they’ve come up with, there’s really no end in To many, it appears that the world has turned upside down: the Republican dominated Senate—long considered the most fiscally conservative legislative body — is pushing a budget significantly higher than Democratic Governor Warner, whose party is often characterized as the “tax and spend” party. In the House of Delegates, party lines—as well as true motives—have become blurred. Some legislators claim to be “fightjng for the Virginia family” by holding the line on individual income tax rates, while pushing for significant, additional taxes on businesses. sight. Virginia’s economy is just now starting to improve, and what we need is job growth (that’s more people working and paying taxes) and more disposable income (which means more sales tax revenue). It hasn’t helped that the end of the regular session was marked by frustration and ill-will. In addition to going after each other, some legislators exhibited clear disdain for their constituents, including those in the media. The budget bill sponsored by Delegate Philip Hamilton (R-Newport News) would eliminate the sales tax exemption on all media advertising. Whether Hamilton knows, or even cares, this move would hurt media companies, and have an even more chilling effect on the many businesses that rely on advertising to sell their products and services. This would end up costing Virginia far more in the long run than it would generate in tax revenue. So far, this bad bill has passed the House, but was stopped on Sunday, at least for now, in the Senate. But then again, we still have the weekend. Is it the people we elect, the system, or both? Obviously, those legislators who think they got elected because of their “No New Taxes” pledge are finding it difficult to five up to the slogan this time. As a result, they’re trying to hide the higher tax income the state needs by putting the burden on businesses. But the “unintended consequences” of this shift will be disastrous. The system itself has failed to the extent that those governed by it aren’t following the rules. That’s why they’re deadlocked. In the past, the governor would prepare his version of the budget, which the House would then examine and amend as it saw fit. The budget would then go to the Senate, which would either approve it or send it back. When the Senate was satisfied, usually through reasonable advice and mutual consent, the budget would then go back to the governor for final adoption. But not this time. For better or worse, the Senate has taken the initiative to write its own version of the budget—the biggest of the three on the table. Time is running out. If the governor and the General Assembly cannot come up with a new budget by the end of March, they should freeze expenses and tax rates at last year’s levels. When they can refocus, they should return to the bargaining table, bringing with them a renewed spirit of compromise, and leave behind all the political posturing. Letters ‘If Louderback and other House Republicans... fail to lead, then let them step aside’ Allan Louderback and other Republican house members are taking a week off of budget talks to mount a public relations campaign against Gov. Mark Warner and the Senate’s plan to restore Virginia’s financial credibility. He and other radical, right wing, anti-tax delegates, should hear from us that a fair tax and revenue system is acceptable. We need to support the institutions that make Virginia what it is. We need to invest in our school systems from kindergarten to the university level. Transportation systems need to be funded as well as fire and rescue, state police, parks and recreation, state parks and the environment. These agencies and systems don’t operate without ' funds and they provide good jobs to Virginia’s citizens. The antitax demagogues are leading us down a costly path. By delaying maintenance and choking off new building they are crippling the state and creating a backlog of costly improvements whether we’re talking about school buildings or roads. Thanks to Republican Senators like John H. Chichester and H. Russell Potts Jr., who have moved past party ideology and see the dire consequences for Virginia if we don’t assume our financial responsibilities, we have a chance to build a Virginia that holds promise for our children. If Louderback and the other House Republicans want to bury their heads in the sand and fail to lead, then let them step aside. Mark Wallace Amy Kretz Flint Hill It is astounding to me what has happened to this country in the last four years’ How many government officials—both past and present—must come forward with more allegations of misdeeds, misjudgment and lies before Congress will begin investigations demanding the truth from Bush, Cheney, Rumsfeld and-Rice? Information is being made public and fed to us on practically a daily basis by such Washington insiders pronouncing questionable actions from our presidency, yet our apparently spineless representatives remain either unsure or unwilling to involve themselves in the serious reports of an Executive Branch that seems both capable and eager to get away with virtually anything it wishes. I refer most recently (as of the date this is being written) to the Richard Clarke interview on 60 Minutes this past Sunday—but then it matters little where the latest report comes from, for each of the allegations facing the administration is equally as profound, and each demands that we be told the truth, whether it pertains to matters of domestic or international importance. It is astounding to me what has happened to this country in the last four years—the reports are surfacing so quickly that it is increasingly hard to keep up with them. For those of us who witnessed Watergate, Richard Nixon was nothing more than a child caught stealing'cookies when com pared to Bush & Co. Our generation’s Deep Throat is alive and well, and talking, yet the burglary of America continues. Every one of our elected officials— on both sides of the aisle—is to blame for allowing this to happen; as weU, each , one of us who does not contact our representatives demanding the truth shares that blame. We should all be on our telephones and word processors on a daily basis demanding what our Constitution grants us— truth from our presidency and credibility from our government, and express such outrage at their inaction as to indicate that this might well be their last term in Congress. We should demand from our representatives that they start representing. Our local newspapers are recently reporting on members of our communities who are going to Iraq. Ask yourselves why they are going there. Ask yourselves whether you know the truth about why they are being sent into this war. Ask yourselves whether or not you have done everything you can to understand just what the truth is—and then, if you are like me and still have serious doubts, ask the only people who can possibly deliver us the answers— those representatives that you elected into government who are not doing their jobs. Miss Anderson visited relatives Mr. and Mrs. Charlie Luttrell in San Diego and AJV1. Anderson and the son-in-law and daughter Mr. and Mrs. Art Smiley in Oakland. Mr. Luttrell is a brother of L.H. Lutrell in Amissville and Mr. Anderson is a brother of Mrs. A.C. Latham, also of Amissville. The Californians were extremely pleased to have a Virginian and were most eager tb hear all about the folks back home. 25 YEARS AGO March 22, 1979 Jack Atkins of Amissville declared his candidacy this week for supervisor from the Jackson Magisterial District. Atkins, 32, is a native of Rappahannock. He attended Rappahannock High School and is currently employed by the Virginia Department of Highways and Transportation. He served six years in the Virginia National Guard and is active in the Amissville fire and rescue squads. Connie DelGrosso daughter of Mr. and Mrs. Anthony DelGrosso of Flint Hill was awarded second place honors in the Virginia Pork Photo Contest, sponsored by the Virginia Pork Industry Commission. Connie’s photo of five little piggies staring wide-eyed and pointyeared at the camera was printed in the January issue of Country Life magazine and the February issue of the Porcine. In addition, she shared in cash prizes that totaled $200. A special meeting of the Rappahannock School Board approved the proposed 1979-80 school budget after first making substantial cuts in the superintendent’s recommendations. Superintendent William Bloomer informed the board at the close of the budget meeting that he’d received final word on sales tax revenues Rappahannock could expect from the state. According to latest news from the state, Rappahannock will get a minimum of $226,203. 10 YEARS AGO MARCH 23, 1994 Judge Shore Robertson ruled in favor of Rappahannock County Thursday in a case brought by Southern American Septic of Marshall to prevent the county from contracting with Chantilly Express, an Amissville firm, for leachate collection and transportation. The Marshall firm had sought an injunction to prevent the contract from going into effect, claiming that the county did not follow its own guidelines in awarding the contract to Chantilly, which was not licensed to haul leachate. At the Drug Abuse Resistance (DARE) graduation for fifth graders held at the elementary school last Wednesday, Capt. Jeff Brown of the Sheriff's Department had essay winners read their essays on why they should avoid drugs. The three winners were Jimmy Waters, from Mrs. Jenkins class, Josh Demarr from Mrs. Foster’s class and Cara Levick from Miss Saxton’s class. Weekly winter practices led by guest speakers, Dr. Helen Poland , Sally Cunningham and Dick Bickle and hours of study paid off for the members of the Old Rag Mountain Pony Club. When they traveled to Northern Virginia to compete in the regional “knowdown” earlier this month, they came away with many recognitions. In the Junior D section III Anna Kreyling, Melissa Bly, Alexie Van Buren and Elsina Thornhill won first place. The $1,500 initial contract with WW Associates of Lynchburg will be followed by a $15,000 contract to design the water drainage system if the soil is found to be able to absorb 35,000 to 50,000 gallons a day of wastewater. The council voted 5 to 0 to award the contract on March 10 with member Claudia Mitchell abstaining. Mitchell said she didn’t have enough information to make a decision. The soil sampling is an early step in a $1.5 million to $2 million project to handle the town’s wastewater. WW was recommended by Environmental System Services, (ESS), Ltd. of Culpeper and Don Hearl, who has been the city’s adviser on the water project. The council also presented to Mitzie Young, widow of the late Dr.William H. Young, Jr. a formal plaque commending his many kindnesses and support for the town and county. “Dr. William H. Young, Jr. was a source of inspiration and creative energy for the community of Rappahannock County in the varied fields of environmental protection, mental health, education and mentoring,” the citation read in part. It commended his “generosity and support” that made possible the purchase of the Presbyterian Church now serving as Tbwn Hall. The awards were presented this past weekend at the conclusion of the 2004 VPA Winter Meeting in Roanoke. Competing against 27 other weekly newspapers in the Weekly Group 1 Division, Rappahannock News Editor Mary Ann Kuhn earned the following awards for the newspaper: Second Prize: Feature story writing for “Space shuttle tragedy touches county,” the story of the tragic death, - but also the wonderful life of Astronaut David Brown. The judges described it as “eloquent and lyrical.” The feature was published Feb. 6, 2003. Second Prize: Spot news writing, for her article entitled, “Rappahannock: Target for Terrorists” published Dec. 23, 2003. Third Prize: General news writing, for her article “Two candidates are disqualified from race,” published July 3, 2003. Third Prize: Spot news writing, for “Earthquake rattles Rappahannock,” published Dec. 11, 2003. “For the past year, Ms. Kuhn has worked extremely hard to bring more news to the people of Rappahannock County,” said Executive Vice President John Toler. “Her success at the VPA contest this year is unprecedented for the paper, and we’re looking for an even better showing next year. But the real winners are our readers,” he concluded. Kenneth Allen Comer of Ash Tree Lane in Washington was found guilty March 16 of driving under the influence of alcohol on Saturday, Jan. 31. District Court Judge Charles B. Foley sentenced Comer to 60 days in jail and suspended the sentence. The judge imposed a $500 fine and suspended $400 of it. Comer paid $100 plus court costs. His driver’s license was suspended for one year but he was told he could obtain a restricted operator’s license by going to a Virginia Alcohol Safety Program for one year. Comer, 38, was arrested by Rappahannock Deputy Sheriff Robert L. Fincham on Jan. 31 at Route 684, Ash Tree Lane, off Route 211 West, not far from Comer’s home, according to court records. It was his first offense. Comer’s blood alcohol was .10, according to the blood alcohol analysis. It is unlawful to operate a motor vehicle while having a blood alcohol concentration of 0.08 percent or more. Juvenile Court In other court developments, two juveniles entered guilty pleas to underage possession of alcohol stemming from a party Dec. 30 at a home near Woodville which was also attended by 16-year-old Dylan Corbin who died in an automobile accident on the way home. The court appearance of a third juvenile was continued because the juvenile’s attorney couldn’t be there. Horrock Rappahannock News Staff Writer Linda Tarry will step down at the end of June after seven years as executive director of Headwaters, the private foundatidn that became in those years a major force of educational and social enrichment in Rappahannock County. “Headwaters is as strong as it has ever been right When Headwaters, the Rappahannock County Public Education Foundation, was formed, “somebody said they were looking for a director” and she applied and was accepted. She has worked part time, usually 16 to 20 hours a week ever since. What does she do? “I do eveiything,” she laughs, from helping coordinate Headwaters’ committees and programs to thanking now, larry said in an interview this week, “and I thought it was the right time to move on.” By moving on, she said, she means to an art studio that she and her husband Floyd Stilley, are building at their home in Tiger Valley. She is also helping their son Jacob find the right college and planning to resume volunteer work that for seven years took a back seat to helping Headwaters grow. “We are certainly going to miss her,” said Mary Anne Biggs, chairman of Headwaters’ Board of Directors. “She is a wonderful, wonderful person.” 66 This job is an exciting opportunity for someone in the county to earn a good salary while working at something that r really makes a positive difference in the lives of our children. As in a concert, the five performers stand or sit on chairs in front of their music stands and read their scripts like they would music, rather than memorize their parts. Yet the emotions of the actors as they recall and share their memories of change, loss and suffering—sometimes comical, sometimes joyful—come through loud and clear. “Ancestral Voices” will be performed at the Ki Theatre in Little Washington on Saturday, April 3 at 8 p.m. This evocative period piece, written by playwright A. R. Gurney who also wrote the popular play “Love Letters,” tells the story of a well-to-do “WASP” family in Buffalo, N.Y. in the pre-World War II period between 1935 and 1942. The story is narrated through the diary recollections of the son whose family is deeply affected by the divorce of his grandparents and relates how they cope with that difficult time in their lives. The Ki Theatre family which brings us this play includes the grandmother (Cathy Fort), the grandfather (Mike Mahortey), the mother (Janet Davis), the father (James Disbrow), and son (Buddy Darden). Director Peter Hombostel explained in an interview that the play “is quite different from any play that we’ve ever produced at Ki Theatre. The play becomes part of the audience (not the other way around) as they listen to the ancestral voices rather than watch as spectators. I think that’s why Gurney called it “Ancestral Voices.”’ Hombostel presents the play as one “all about family.” It is, he says, “a play that is designed to generate personal memories and feelings. Looking back on their own unique memories from the past, the audience will be hearing their “ancestral voices,” as well as those of the play. “For instance,” the director points out, “when the son Eddie reminisces about his first date, I think that will conjure up different memories for each member of the audience. When you listen to the grandfather and grandmother in their respective Voices,’ you see how each made radical changes and screwed up their lives by refusing to face reality. Jenkins Sperryville resident George William Jenkins, 85, of Sperryville died March 17 at the Culpeper Health and Rehabilitation Center. He was bom April 5,1918 to the late Virgil and Ada Jenkins. Mr. Jenkins retired from the Virginia Department of Transportation. He enjoyed farming and was a member of Luray Pentecostal Church. Mr. Jenkins was preceded in death by a daughter, Bessie Jenkins; a grandson, Ray Jenkins; a great-granddaughter, Charlee Jenkins; three brothers, Ennis, Harry and Haywood; and a sister, Emma Jenkins. George Coppage, Sr. Born in Washington George Edward (Jack) Coppage, Sr. of Warrenton died March 19 at the Warrenton Overlook Care Center. He was bom May 12, 1914 in Washington to the late George William Coppage and Florence Virginia Leake Coppage. Mr. Coppage was a member of Trinity Baptist Church Warrenton. He was preceded in death by his wife, Ada Mae Burke Coppage; two brothers, Woodrow John II and James Stewart Coppage; and two sisters, Mary Racer Woodard and Fairella Racer. Just like in life.” The show’s title “This Side Up” speaks to the different sides we each possess as well as being a tongue-in-cheek poke at her own work. “A few years ago I was having a show in Seattle and when I picked the work up from the framer several paintings had been framed upside down. It turns out they were so densely filled with images he couldn’t tell which side was up. I thought that was great; it made me laugh.” McCaflray’s work includes colorful abstract acrylic and mixed media paintings filled with motion, intense imagepacked tempera paintings that vibrate with energy, and spontaneous pen and ink drawings that will make you laugh. Neighbors Bees are buzzing at a Boston farm When one thinks of a farm the first thing that comes to mind is livestock and planting fields, cutting hay and things of that sort. But for Mr. and Mrs. Kevin Harry, who own Little Egypt Farm here in Boston, their chief work is raising honeybees. They both grew up on farms and when Mr. Harry received a "bee veil” for a Christmas present the hobby of bees started with five packs of bees, one pack making up a colony. < It is interesting to know that a colony consists of 12,000 bees and one queen bee. Anywhere from 20 to 100 pounds of honey can be produced from one colony, of course all depending on the weather. Tbo much rain is not good for the bees in thenhoney making. This area was called Corbin’s Crossroads in Civil War times. The first 10 days of November 1862 were a time that fell between the bloody battle of Antietam, Md., and the Fredericksburg, Va., campaign. Both armies were moving, probing, and making dispositions to be in a better position than their opponent. Union Gen. George McClellan had been relieved of his command by President Lincoln on Nov. 5, 1862 and replaced by Gen. Ambrose Burnside. The Viewtown and Amissville areas come in to play at this point. Lee to the Confederate Secretary of War George Randolph: “Finding the enemy apparently halted in his advance, I directed Gen. Accordingly, with an additional brigade and two regiments of infantry, he drove them back to Amissville. . . . Upon reaching Amissville, the Enemy advanced against him with 3 brigades of infantry, which caused him to retire. By ROSE REED 9R7.8AA5 Finally, after a tragic accident on Jan. 12 at the intersection of Routes 618 and 649, when a collision occurred between R. Lee Payne’s tractor and Michael Hitt’s truck, and after spending over two months in Fairfax INOVA Hospital, Michael Hitt has returned to his residence in Linden. As for the accident, Mr. Payne was found guilty of failure to yield the right of way and was fined by the court. He has appealed the finding of guilt in the General District Court. Hitt is taking physical therapy in Winchester. His recovery is slow, but he is making progress. The Hitt family appreciates all the support it has received from our community and asks that you continue to keep them in your prayers. As for the accident, Mr. Payne was found guilty of failure to yield the right of way and was fined by the court.
