One of those on the Headwaters Foundation’s committee which designed the Next Step program is Bette Mahoney of Washington, Va. Mahoney observed that while Next Step, from its onset in January of 2005, concentrated on the students at the top and at the bottom of grade averages, those in the middle were, in the main, left out.
