NOTICE OF JOINT PUBLIC HEARING AND

INTENTION TO ADOPT AN ORDINANCE TO CREATE A SEWER SERVICE DISTRICT BY THE

TOWN OF WASHINGTON. VIRGINIA

KINDLY TAKE NOTICE that the Town Council and Planning Commission of the Town ot Washington, Virginia will hold a joint public heanng on the 11th day of March, 2009, beginning at 7:30 p.m. at the Town Hall of Washington, Virginia to consider the adoption of an ordinance which provides, by way of summary, for the creation of a central sewer service district in accordance with the provisions of Section 15.2-2400 through 2413 of the Virginia Code for a portion of the Town of Washington which generally includes Mt. Salem Ave., Gay Street, portions of Main Street portions of Route 211, portions of Harris Hollow Road, as is more completely and accurately shown on a map of such proposed district on file with the ordinance as set forth below. The name of the sewer service district shall be the Town of Washington Sewer Service District": the purpose of the district is to provide centralized waste water and sewer collection and treatment for all users within the district. Connection for sewer service shall be mandatory within the service distnct for all users or structures which generate sewage. Sewer services shall be provided by constructing a collection system and water treatment plant both of which are now under construction and which are expected to be on line on or about January of 2010. The users of such services within the district benefit from the provision of central sewer service to eliminate pollution sources from failing or failed drainfields and water run off from existing drainfields from enhanced property values and other potential benefits as are more completely outlined in a copy of the proposed ordinance. Users within the service distnct will be-required to pay tap fees, Availability Assessments and user charges in accordance with a comprehensive sewer ordinance which will be considered by Town Council and the Planning Commission at the same time and place in a separate public hearing. A complete copy of the proposed ordinance and the map showing the boundanes of the service district are available at the town offices, the Circuit Court Clerk's Office and John McCarthy s Office during normal business hours. All are invited to attend the public hearing at the time and place aforesaid and present their views. The heanng is being held in a public facility believed to be accessible to persons with disabilities.
