I have gone into some detail about this in order to show how practical oUr method of determining the amount of a grant is. Standard allowances are realistic, income is taken into consideration, and, providing there are sufficient funds, the grants reflect ver yaccurately the actual needs of the recipients. You can see how money saving this is in comparison with any program, which gives certain flat allowances to its recipients.

Naturally a program .like this is going to attract less maligners, because the amount of assistance is not worth bothering about if one does not really need it. But thorough investigation of applicants screens out most maligners. Any public assistance program has a few, but as I have so often told our critics, you can’t condemn a whole program just because of a few people who ought not to be getting assistance. The majority of recipients are genuinely needy.
