I believe Virginia has as few maligners on its assistance rolls as any state in the Union. Its welfare program is intelligent, its policies sound, and it rates high among other state programs. Here is at least part of the answer to why our assistance rolls are low. The welfare department’s conservative, sane policies should be a source of pride to Virginians, but it is a false sort of pride indeed if we hamper its efficiency by giving it too little money with which to work.
