"The citizen knows defense will cost billions, and he’s willing to pay, provided he is reasonably certain he’s getting full value for • his money,” Mr. Harrison commented. “He’s been warned of'drastic’ new taxes to comej but he continues to listen in vain for a promise of 'drastic’ reductions in the number and scope of non-defense activities of his Government.
"ft is proposed to spend approximately 20 billions more in the next fiscal year than in the current one for military services. But 30 billions are asked for other Federal expenditures, as against approximately 26 billions being spent during this year.
"Even if we relate the maximum of this 71.5-billion budget to national security, it comes to 52.5-billions, leaving 19 billions for running the non-defense programs of the Federal establishment.
“Although it is almost inconceivable that such experiments of a socialistic stripe would be advanced in the face of a real threat of economic collapse, there is a renewed demand that the Congress provide funds for the Brannan farm plan, natio-al health insurance and further operations in the public bousing field.
“If the people will not consent to fewer Federal services— the actual elimination of many things the Government now does —the crash will come. I think the people will consent, but the budget planners apparently are not convinced that our Federal economy is not Ihnitlessly extensible.”
