Rotation System
Not Abandoned
With the Hon. D. French Slaughter reportedly selected as the Democratic choice for Culpeper’s and Rappahannock’s representative in the House of Delegates, there has arisen some discussion as to whether or not the old rotation system has been forgot.
Assurance is given in several quarters that it has not been overlooked, that the old plan wae to have two terms served by a Culpeper man and two. terms by a Rappahannock county man. For the past twelve years a Culpeper representative has held the place, but this can be an advantage in seniority, and for that reason the rotation system is overlooked. The verbal agreement between the two counties’ committee members is that whenever it is to the advantage to retain the incumbept, and it is agreeable with both counties to do so, then the rotation system will be set aside temporarily.
There is some speculation to the effect that the committee members will remember the old custom of sharing representation, but that the average voter will not. There is doubt as to whether Culpeper county, by far the larger in number of voters, wij} pefys^ to yse ner superior pbWer and will neve? allow Rappahannock a representative. Several members of the committee seem to think this unlikely. They express the opinion that when Rappahannock brings forth a candidate, the adjoining county will remember that they have had the representative for a number of years and will readily agree to this county furnishing a representative.
