ed of the possibilities that the solution to many of their problems may lie in Public Law 566, which was passed by Congress in 1954. The landowners in the watershed and the townspeople were ready to go forward with the project. So the Town of Culpeper joined with the Culpeper Soil Conservation District in sponsoring the Mountain Run Watershed Project.
Now what has been the result of all this? As soon as the watershed project proved that flood damages were reduced and that ample water supply was available, three industries opened branches in Culepper. They now employ approximately 500 people. Once the conditions were made favorable, the industries came.
This experience makes it dearly evident that if a community expects to attract new industry or even keep the industry it already has, the first step is to provide the climate, the conditions that encourage economic growth. The Culpeper experience is by no means unique. Throughout the nation this same kind of small watershed development is bringing about the same kind of favorable results. The sad fact is that many communities are failing to see the longlasting gains that a watershed project can bring them.
