Congress has before it a proposal to spend 40 million dollars on deepening the James River. That same amount of money would develop 80 Mountain Run Watersheds. This is not saying the James River shouldn’t be deepened. But before it is deepened, would it not be wiser to install more conservation measures on the land that would keep the soil from washing into the river: Small watershed projects could do just that.

A small watershed project is an ideal starting point for any rural area development. Projects wisely planned and efficiently carried out, in itself stimulates the economy of the area. New jobs are created. It uses equipment and supplies, which stimulates the local economy. It shows people how they can help themselves, serving as a sort of selfstarter that gets people interested and the economy growing.
