WASHINGTON. Dec. 14 —Congressman-elect John 0. Marsh Jr. conferred here this week with officials of the State and Agriculture Departments on problems affecting the relationship of Virginia agriculture to nations of the European Common Market. The informal talks were sought by Marsh as he prepared to succeed Rep. Burr P. Harrison in Congress next month..
