It was pointed out that an entire county could not be zoned as an agriculture district, which the ordinance maintains, and that house trailers could not be put in a trailer zone when there is no trail er zone specified.
In a (letter from Commonwealth’s Attorney George H. Davis, Jr. who was absent due to a previous appointment to the Planning Commission, he stated “that the purpose of the statute is for orderly pro. gress in the development and growth of the county, not for the purpose of maintaining the status quo. It appears that the proposed zoning ordinance tends to maintain^ the status quo, rather than provide for the present and future require ments of Rappahannock County
