General Expenditure Authorization Bill.* Under present procedures each of the numerous appropriation bills iS* accompanied by its own Committee Report giving the explanation and justification for the items in that group of authorizations. Under the resolution there would be a single report and, along with other information it would tabulate all items as to both new authorizations and expenditure limitations, with grand totals. It is the total of actual expenditures in a fiscal year (not expenditure author izations enacted) against annual revenue which determines whether there is a deficit or surplus. The resolution would require the Secretary of the Treasury to stiEmit a revised estimate of revenue at each stage of the legislative process on the single money bill. In short, the resolution would provide Congress and the court try with an itemized list -- in one place -- of all expenditure items in the budget, with a total, along with the latest revenue estimate. 1 This is simple, fundamental information which is required for orderly and intelligent action on federal fiscal legislation. It is not available under present appropriation procedures.
The resolution would require no change in committee organization. The single bill would be divided into titles corresponding to the separate bills under current procedures.
Each of the titles would be considered by the sub-committee which now has jurisdiction over the presently corresponding bill, and the sub-committee chairman would manage the title on the Floor.
