iiscal year. There have been five consecutive deficits; and I predict another deficit in the coming fiscal vear. The federal debt has gone up $30 billion in these five years, and it now stands at $318 billion; and I predict it will go higher There is need for Congress to exercise more effective control over annual expenditures as well as appropriations. To do this its appropriation process should be tightened up not only by placing an annual limit on each expenditure account, but also by providing itself and the public a better look at the budget as a whole and in detail, as compared with estimated revenue. Under present procedures the President sends his budget requests to Congress; Congress splits the requests into a dozen or more separate appropriation bills; each of these bills is considered by a different subcommittee; these bills ultimately are brought to the respective floors of House and Senate for passage at different times over a period of months; neither Congress nor the public sees the budget as whole in the appropriation process. The fact is that under these appropriation procedures — wnich do not provide for direct limitation on annual expenditures, and afford no consideration of the budget as a whole -- Congress does not know whether it is authorizing a deficit, balancing the budget or developing a surplus.
