I predict the President’s Budget Message Monday will request new spending authority (appropriations, etc.) in excess of $100 billion for Fiscal Year 1966. This wouldbeadded to nearly $100 billion of unspent balances in appropriations enacted in prior years. If Congress grants more than $100 billion in new 1966 requests, agencies of the Federal Government would be authorized to spend $200 billioa Under present procedures Congress enacts spending authority in the form of appropriations, backdoor spend ing, etc. Much of this spending authority is made available for more than one year, but Congress does not exert control over actual expenditures to be made in each fiscal year. It is annual expenditures (not appropriations) as compared with annual revenue which determine whether there is to be a deficit or surplus. Unexpended balances, over which Congress generally exercises no annual control, have increased in six consecutive years, and I predict they will rise again in the coming
