Coates started work with the Department as a construction inspector trainee in 1953 and later served as engineer on construction in the Warrenton Manassas*and Fairfax residen cies. Thomas Wayne Rhodes, 26, who is completing two years of work in the major divisions of the Highway Department under the graduate engineer program will be promoted to assistant resident engineer at Leesburg for Loudoun county, replacing J. L. Corley who moved to Saluda as resident engineer for King & Queen, Gloucester. Middlesex and Mathews counties.
At Leesburg, he will assist Resident Engineer G. P. Bozel in the administration, mainteuuan£e and construction of 675 miles of secondary and 110 miles of primary highways,
