This week, the Rappahannock County School Board made public a plan for school desegregation through the school superintendent, O. A. Norton. Acceptance of the plan, approved by the Rappahannock County School Board, has been received from Harold Howe, II, U. S. Commissioner of Education, United States Department of Health, Education and Welfare. Under Section IA, referring to annual freedom of choice of schools, “The Rappahannock County School Board has adopted a policy of complete freedom of choice, to be offered each year until 1967-68, and as specified below. For the school year, 1965-66, free dom of choice extends to grades 1, 2, 3, 8 and 12. For 1966-67, and thereafter; freedom of choice will be mandatory for all pupils in all grades. . .” Section IB, states “the choice is granted to parents, guardians, and persons acting as parents (hereafter called •parents*) and their children, regardless of race, color or national origin. It is required that a choice of school be made for each child. Teachers, principals and other school personnel are not permitted to advice, recommend or otherwise influence which choice is made. They are not permitted to favor or penalize children because of choices.*
The plan calls for pupils entering first grade to register by completing a choiceof-school form during the period March 1 to April 1, 1966 from 9:00 a.m. to 3:00 p.m. Parents are required to complete a choice-ofschool form. The child may be
