Farm Programs
Farmers planning to sign up in the wheat or feed grain programs were -reminded by 'H. S. Barksdale, Chairman of the Rappahannock County Agricultural Stabilization and Conservation (ASC) Committee, that they have various choices to make. “This is especially true for producers who have both a wheat allotment and a feed grain base,“ he said. “A continuation of the substitution provision enables them to substitute wheat for feed grain or vice-versa -- but they must make their intentions to comply with both programs known and sign up accordingly. “The substitution • provision is only one of the several options open to farmers planning to participate in the 1970 voluntary f^rm programs. Diversion provisions of the wheat and feed grains programs should be considered. Farmers with small allotments of wheat or with small feed grain bases should also check out the provisions for small farms,” the *“ ASC Committee Chairman said. “
Sign-up period for the wheat or feed grain programs is February 2 through March 20 at the County ASCS Office. Mr. Barksdale urged careful study of the programs provisions between now and sign-up time.
Explanatory leaflets on the programs have been sent to eligible participants. Extra copies are available at the County ASCS Office. Farmers wanting additional details or explanations are asked to phone or visit the County ASCS Office.
Price-support payments wiU be made and price-support loans will be available to farmers who sign up in the wheat or feed grain programs and comply with the program provisions. (The price-support payment for wheat is in the form of domestic marketing certificates.) Diversion payments will be made to feed grain and wheat farmers who voluntarily divert more acreage than required for program participation.
Wheat and feed grain farmers who choose not to participate in the voluntary farm programs will not be eligible for price-support loans, payments or marketing certificates. They may produce the crops without restriction, however.
