Mrs. Dennis Wingfield, president of the Rappahannock Elementary PTA, with Robert L. Montague III of Alexandria, Del. Duncan C. Gibb, and Mrs. Nan Perdue, program chairman of the PTA, are pictured at the Tuesday night meeting of this organization. Mr. Montague spoke to the assembly on the proposed changes in the Virginia Constitution. Mr. Montague favored most of the recommended changes, but was hesitant to endorse the change in lottery laws, saying he had first hand experience with theae in another state, and results had not been favorable.
