A substantial reduction in the proposed welfare increases in the budget will be necessary if we are to make any beginning on the control of these costs. The Department of Welfare and Institutions has said that it can apportion any reductions in its budget, and this would be a desirable way to handle the reduction so that those persons who need help and are unable to help themselves can be provided for.
In discussing the budget, you will frequently see references to “cutting the budget” but actually what is being discussed is a cut in the proposed increase for particular agencies. Nearly all agencies are consistently granted appropriation increases over the preceding budget period, and 1 am sure that this will be the case in this session.
