KEMP, a resident of Shenandoah County, said talk of the new market was begun when the old stock market in Front Royal burned down last fall. That market was privately owned, however, and the feeling now is that a market which is “farmer-owned,” such as the ones in Marshall and Winchester, would be most desirable.
