Virginia residents might ask themselves why so many years passed without this reasonable requirement, why the utilities and the legislature were so cozy with each other in giving the powerful utilities virtually every law they wanted.

In any case, this wrong has been rectified and the hearing will be held, although much, much more remains to be done in Richmond to give citizens the environmental protection they are entitled to have under the law, including the right to peaceful enjoyment of their own scenic property.
