owners—selected on the basis of parcels, not people a departmental spokesman stressed—“which is directed at obtaining information which will relate land ownership to land use conservation practices and reasons for acquiring and holding land.”
The survey is being conducted by the Economic Research Service of the Department of Agriculture, and will attempt “to show a profile of land owners living in and out of the county.” Among other things, better estimates of the extent of non-resident ownership are expected to be known after the survey is completed.
Owners will also have a place on the questionnaire to report their opinion on the quality of community services, local ordinances and state legislation.
A SPECIAL feature of the survey is a listing of 14 hypothetical “events” which would then be rated on the basis of “Better,” “No Change” or “Worse,” in terms of their effect on Rappahannock County as a place (1) to live in, and (2) to work in.
