THERE used to be only state and federal bureaucratic “red tape” for local officials to complain about. So the state and federal governments have “decentralized,” breeding even more bureaucrats under the guise of “regionalism.”
Local officials on the Rappahannock- Rapidan Planning District Commission—which includes Fauquier, Rappahannock, Culpeper, Orange and Madison Counties— are supposed to govern one of the new regional bureaucracies. But they are finding that they really have no control.
The Planning District Commissioners ran into such an issue at their April 24 meeting in Culpeper. The Commissioners were asked to give their backing to a proposed regional Agency on Aging. This agency would hire a full-time director to help obtain and “funnel” state and federal grants for senior citizen services.
The agency would cover the same five counties as the Planning District. The agency would have to be established by each one of the county Boards'of Supervisors. The agency would be a private non-profit corporation, but its Board of Directors would be
