THIS IS what bothered the Planning District Commissioners, especially Fauquier Supervisor John B. Adams. The agency scheme sounded like another one of those “seed money” plans where the federal government would give the funds to set it up, while local governments get “stuck” with the funding for years to come.
Tom Helsel, the Planning District’s Human Resource Planner, doubted that local governments would get “stuck” with much financial support in the future. The federal government would fund the project “forever,” said Helsel, but the current proposed grant would only be for three years. Helsel said it was not likely for Congress to end “aging funding” in the future.
