T^e city bought this land from Vepco in 1969 to facilitiate the now defunct Army Corp of Engineers’ Salem Church Dam plans. Fredericksburg City Manager F. Freeman Funk attacked the proposed scenic river designation at the hearing Wednesday, even though there was strong support expressed for the scenic river plan by many Fredericksburg area residents, it was reported.
