If the two river sections are named scenic rivers by the state legislature, the rivers can not be dammed or impeded in any way. An agency would also be named, probably the COR, to administer the scenic rivers to make sure the rivers are not over-used, and to encourage limited recreation access points and encourage protective zoning and easements along the river front. The agency would also have the power to condemn or buy riverfront property.
THE STATE legislature would not have to approve scenic river designation of the rivers if they became national scenic rivers. Strunk said the Department of the Interior can designate the rivers “scenic” now if so desired.
