Vepco has argued that the powerlines are needed to increase service and lower electricity rates in the growing Northern Virginia area. Opponents claimed that Vepco could use existing utility corridors for the powerlines instead of destroying additional rural land.
As part of the SCC study of the powerlines a computer study was made to ascertain the best route. Some route changes were proposed. However, a majority of the SCC judges supported the route originally proposed by Vepco.
SCC Judge Junie Bradshaw dissented in part from this ruling. He supported the alternative route using the existing utility corridor around Sumerduck. The alternative would be less costly and have less adverse environmental impact, said Bradshaw.
