WILLIAM MOLLAN, an Orange County landowner on the Rapidan, led the attack against the scenic river study. Mollan said very few landowners on the Rapidan favor the scenic river plans, yet the “government wants to ram it down our throats.” The state is disregarding the feelings of the property owners, “and wasting our tax money with this study,” in order to satisfy a “hunch of do-gooders,” argued Mollan.
Blackmore tried to explain that scenic river designation will only prohibit dams, nothing else. This meeting was being held to ascertain how the property owners and others felt about how to administer the scenic rivers, he explained.
Culpeper County farmer Russell Inskeep still didn’t like it. Inskeep argued that the scenic river study was “the government’s attempts to get the foot in the door.”
“Next thing you know they’ll take your house and your life,”he argued. “The government keeps chipping away at our freedom,” said Inskeep, who advocated dropping the scenic river study now.
