Scott Carter from Fauquier added that the only authority in the scenic river controls is “nodamming.”
“Man has an obligation to look after the rivers,” said the son of Randy Carter, who led the fight against the Salem Church Dam. “Man can’t create a river, but he can destroy it.”
Another Orange landowner interrupted to remind everybody that the riverfront property is private. “We don’t need the help of the state,” he said. “We’ll keep it up ourselves.”
THIS SAME point was made again and again. The landowners wanted Blackmore to move to stop the scenic river process before it goes any further.
Blackmore said he could not take such action, but said he got the message that most of the Rapidan River landowners were against the scenic river proposal. He told them that they should notify their legislators about how they feel.
“If it’s political, we’ll have no say,” said Bob Shelton of Remington. □
