IN THE face of sharp objections from a state Health Department official over a two-and-ahalf year time limitation, the Rappahannock Board of Zoning Appeals approved last Thursday a permit to operate a landfill on eight acres owned by Clifton Clark on Rudasill’s Mill Road.
Members of the BZA were equally sharp in their comments in rejecting the arguments of the Health Department spokesman, Robert Foreman, the regional supervisor of landfill operations. They told him to prepare his engineering specifications for the time limitation of Clark’s contract with Mr. and Mrs. E.B. Updike of Community Trash Inc., and that if he was unhappy with that, it was just too bad.
BZA members were impressed by expressions from adjoining property owners, including a letter from national columnist James J. Kilpatrick, which said they would be willing to accept a landfill near them if it were only for the 30 months stipulated in the Updike’s contract with Clark.
“That stipulation will probably kill our permit,” said Foreman, when a motion to approve the landfill for a 30-month operation was made by BZA member M. H. Forward.
