A locality with average wealth will receive 50 percent of the required expenditures from the state. The measures of local wealth are based on a combination of factors - 50 percent real estate value, 40 percent on per capita income, and 10 percent on retail sales.
The formula is quite complicated but it is less complicated than the old formula which was repealed several years ago and it has a substantial advantage in that real estate values are 50 percent of the factors measuring local wealth where it was 100 percent in the prior formula.
ON THE per student expenditures the average expenditure in the state is considerably above the state requirements and few, if any, localities this year have taken advantage of the provision allowing a basic expenditure below $790. No locality in the state was as low as the sum of all state requirements (including those in the basic school aid fund) for local expenditures for public school operations.
